Choose your windows version which is win 7 in your case Then click apply at the bottom, and then click ok to close the properties tab. Now try running it. If it still doesn't work, try running it as administrator, by right clicking, and run as admin. If it still doesn't work, get back to this forum, we'll see what can be done.
